摘要
从历史分析的角度,剖析了以美国、德国、日本为代表的发达国家政府干预经济立法的演进和变迁过程,认为微观规制和宏观调控是两种不同却又辨证统一的政府干预经济的立法理念。从直接的微观规制到宏观调控的不断加强体现了政府干预经济立法理念追随制度变迁的轨迹。
With a historical perspective, the author analyzes the evolution and change of the government intervention on economic legislation in several developed countries represented by America, Germany, and Japan, and thinks that the macro -control and micro-regulation are regarded as two different and somehow dialectical united legislative guiding principles on the government intervention on the economy. The way from micro-regulation to macro-control indicates a historical change of government intervention on economic legislative philosophy.
