摘要
本文根据参考咨询的工作实践,总结出公共图书馆在为政府提供决策咨询时所遇到的五种窘境与困惑,同时提出了如何克服诸多咨询障碍的四种途径。
Based on the reference research and practice of public library, the article sums up five predicaments when offering policy consulting services for local government and puts forward four ways to overcome the difficulties during reference work.
