摘要
介绍广州地铁土建工程建设的现状和特点,阐述在地铁建设工程的安全管理中引入风险管理的方法和开展此项工作的切入点。提出工程建设"三评一管"的安全管理新模式:一方面,对安全管理体系、工程安全风险以及采用新技术、新工艺、新设备、新材料的安全风险等进行全面评估;另一方面,对于五级工程安全的风险工点,开展施工全过程的安全风险管理。这种安全风险管理模式被全面运用在广州地铁土建工程安全管理中,并取得了阶段性成果。
This paper introduces the status and features of Guangzhou metro construction and some key points of risk management in building Guangzhou metro that have been introduced into safety management. A new safety management model titledthree assessment topics and one overall risk management is put forward in this paper. O^rall assessment should he performed for the three topics, including 1. safety management system; 2. safety and risks for metro construction; and 3. safety and risks for the projects using new technology, new technological process, new equipment and new materials. On the other hand, for the fifth-level risk factors or construction sites, safety and risk management should he executed in the whole construction process to control all geotechuical hazards, The proposed safety and risk management model has been put into practice in Cuangzhou metro construction with remarkable achievements.
