摘要
基层政府的巨额负债和财政困境已成为当前各级政府面临的一个难题,本文将着重对这一现象的表现形式和成因展开分析,并从行政体制、财政体制和政治体制三方面提出相应的对策。
Basic level governments＂ big amount debt and finance difficulty are the big problems which they have to face. This paper mainly analyzes the form of expression and the causes of this phenomenon and brings up the countermeasures in terms of administration system,finance system and political system.
