摘要
通过概述西方发达国家政府部门绩效评估的发展历程及其在政府部门绩效评估方面取得的经验与成就,分析中国政府绩效评估的现状与存在的问题。比如中国尚未建立健全政府部门绩效评估体系,绩效评估尚未法制化、制度化、规范化,政府绩效评估主体单一、评估经常被动实施、评估信息不对称等。提出中国应该借鉴西方先进经验,建立科学的评估体系,制定相关法律法规,引进先进的评估理念等,以此提高中国政府部门的绩效评估。
Through summarizing the course of western developed countries public sector's performance evaluation and the experience and accomplishments what they have achieved, the paper analyzed the present situations and the problems of China government performance assessment, such as the government department has not yet established performance evaluation systems and formulated laws, institutions and standardizations, the main body of government performance evaluation remains single, the implement of performance evaluation is usually passive and the information of evaluation is not transparent and so on. So China should study the advanced experience of western developed countries, establish scientific performance evaluation systems, formulate relative laws and regulations, and introduce the advanced ideas etc. to improve the performance evaluation of public sectors.
