摘要
环境行政管理体制主要由环境行政机构的组织结构、职权配置、职权运行机制三个方面有机组成。我国现行环境行政管理体制在这三个方面都存在问题。借鉴西方国家环保管理体制的先进经验并结合我国的实际情况,应以"地位独立、分工明确、运转协调、办事高效、监督有力"为原则进行有计划分步骤的改革,以期早日构筑我国科学化的现代环境管理体制。
Environmental administration system includes three parts： the structure of environmental administrative organization, the distribution of environmental administrative power, and the operational mechanism of environmental administrative power. Based on the advanced experience in administration system of western nations , we should comply to the principle - ＂more independent, effective, and powerful＂ - aiming to reform the environmental administration systems scientifically step by step.
