摘要
我国农村中小学教师存在着数量不足、素质不高、资源配置不均衡、结构性矛盾突出等一系列问题,严重影响素质教育的实施和基础教育的均衡发展。为此,政府要切实承担起中小学教师队伍建设和优先发展的责任;加大工作力度,采取切实可行的综合措施;加强教师教育,提高教师队伍专业化水平;提高农村中小学教师的经济待遇,改善其工作、生活条件。
Series of problems such as lack of quantity, low quality, unbalanced distribution and obvious structural contradiction exist in rural primary and secondary school teacher resources, which seriously affects the implementation of quality education and balanced improvement of basic education. Therefore, the government should undertake the duty of building - up a qualified primary and secondary teaching team and give priority to its development. To fulfil this task, it is necessary to take such effective and comprehensive measures as strengthening the education of rural primary and secondary teachers, enhancing their level of specialization, raising their salary, improving their working and living conditions and so on.
