摘要
农业产业化自1992年提出到现在已经历了起步和稳步发展两个阶段。当前在发展中还存在哪些问题，如何促进其向更高层次迈进？问题有多方面，主要的有四点：一是思想认识不到位，没有把农业产业化作为促进农村“第二步”飞跃的重要措施来认识；二是内部发展体系滞后，龙头企业、主导产业和商品生产基地的发展适应不了产业化发展的需要；三是运行机制不完善，管理机制、政策法规、内部利益调节机制等都不够配套，不够协调；四是发展环境不够宽松。加快发展的对策，主要应抓好五个方面：一是提高思想认识，切实加强领导；二是狠抓关键环节，完善产业体系；三是加强法制建设，强化约束机制；四是依靠制度创新，搞好利益调节；五是加大扶持力度，优化外部环境。
Since the industrialization of agriculture was put forward in 1992,we have already experienced the two following stages:starting development stage and steady development stage. Nowadays there are multiple problems in the course of development,the four following problems are principal. The first problem is that the ideological understanding is far from perfect,the industrialization of agriculture is not yet considered as an important measure for promoting the second step of rural leap. The second problem is that the internal developing systems are lagging,the development performed in heading enterprises,leading industries and commodity production bases can not meet the requirements for the development in industrialization of agriculture. The third problem is that the running mechanism is imperfect,the complete set and the coordination in the related management mechanism,policies,laws,regulations and internal interest-regulating mechanism are inadequate. The fourth problem is that the relaxation in the environments for development is insufficient.As to countermeasures for accelerating the development,there are five main countermeasures to take well. The first countermeasure is to deepen the ideological understanding and strengthen practically the related leadership. The second countermeasure is to pay close attention to the key link and perfect the industrial systems. The third countermeasure is to strengthen the establishment of related legal instituions and fortify the binding mechanism.The fourth countermeasure is to make well the regulation of interests by relying the establishment of new systems. The fifth countermeasure is to enhance the force degree of support.and optimize the external environments.
