摘要
土壤污染的特殊性决定土壤污染防治具有预防和整治双重目标。构建我国的土壤污染防治法律体系,应选择预防与整治分别立法的模式。一方面要完善与土壤污染预防相关的立法,当前最为亟需的是农药、化肥安全立法;另一方面应制定一部单独的《土壤污染整治法》。
Soil pollution control has double tasks： prevention and renovation because of its specialty. To build soil pollution control legal system in China, respective legislation is the best model. That means, on the one hand, perfecting laws about soil pollution prevention and, on the other, making an independent Soil Pollution Renovation Law.
