摘要
中国农村村民自治制度实行后,村治精英和村民都获得了法律赋予的治理村庄的政治资源,成为决定农村治理成败的重要因素。村治精英是村民选举产生的带头人,主导村庄发展的方向,村民是实施村庄治理的决定力量,在实现村庄治理目标中发挥主体作用。本文通过对村庄治理的动态研究,从精英权威和民主参与关系的视角,探索精英主导与村民参与有机结合的村治模式。
After the implementation of China rural autonomy system, rural elites and villagers have been given a legal political resources of governing village,and become an important factor to decide whether village governance can suceed. The rural elites-governance are the leaders that the villagers elect, decide the direction of village development, while the villagers are decisive force to carry out village governance, play the main role in the goal of village governance. Through the dynamic research of village governance, The article explores the village governance mode that the elite-lead organically combined with villager-participation from the relation of elite-authority and democratic participation.
