"依赖海洋通道的外向型经济结构"是海洋国家的基本特征,也是引发海权的第一要素。只要人类同海洋发生关系,迟早会形成"依赖海洋通道的外向型经济",这种经济结构一旦形成,迟早要召唤强大的海权,无论古代、中世纪还是近现代,也无论西方文明还是东方文明。对海洋国家来说,不存在海权和陆权哪个更重要的问题,而是在整个国防体系运作中发挥各自不可替代的功能以及随战场空间变换二者如何协作的问题。海权能够凝聚分散的陆权势力从而形成合力,因而是陆权的"倍增器",获得强大海权的陆权帝国的影响力和寿命要远远超过没有海权的陆权帝国。两次世界大战的经验表明,海权对陆权具有绝对的优势,掌握制海权的一方可在世界范围调动各种资源来压垮坚持陆权战略的一方。
An export-oriented economic structure lying on a sea lane is a fundamental characteristic of a maritime country, and is also the first important element of a sea power. An export-oriented economic structure lying on a sea lane will be shaped as long as human beings interact with the sea. Once this kind of economic structure is formed, a great sea power will emerge sooner or later, whether in ancient, medieval, or modern or contemporary times, and regardless of whether it is a Western or Eastern civilization. In a maritime country, land power is as important as sea power, but the two elements have unique and respective functions and the question is how they can complement one another as the battlefield changes. Sea power can gather different areas of land power. In this way, sea power is an amplifier of land power, and the influence and life-span of an empire with great sea power will be far greater than that of an empire without sea power. The experience from the two World Wars demonstrates that sea power has absolute superiority over land power because the side with the command of sea could mobilize all kinds of global resources to defeat the side that had only land power. If China dares not to extend its defense power from land to the sea, it will probably repeat in the future the mistakes of Germany during the two World Wars as a massive war independent of our will may occur.
