摘要
当前用水户协会发展速度加快,及时掌握用水户协会发展的动态信息,如用水户协会的数量、分布、运行情况、效益等,是管理层制定政策和保障用水户协会长期健康发展的基础。叙述了用水户协会监测评价的目的、系统框架设计、指标体系设计,并对项目区用水户协会的监测评价结果进行了简单的分析。介绍了英国政府赠款项目"面向贫困人口的农村水利改革项目"用水户协会监测评价系统的设计、开发和应用的情况。
With the fast development of WUA, grasping WUA dynamic information such as number, location, operation condition, benefit is the basis of government policy making and WUA sustainable development. It is narrated in the paper the aim of WUA monitoring and evaluation, system framework design, monitoring indicator design, and WUA monitoring result evaluation and analysis in the project area. The paper introduces the design, development and application of water user association （WUA） monitoring and evaluation system which is funded by U. K. grant project： Pro-poor Rural Water Reform Project.
