摘要
廉租房制度是解决低收入群体住房问题的重要途径,然而,法律保障缺位、资源供给不足以及技术支撑落后,在一定程度上阻碍着廉租房建设的发展。上海是我国廉租房制度的先行者之一,也是全国最早将廉租房付诸实践的城市,其廉租房的保障水平在全国居于前列,但是同样面临着这三种瓶颈制约。上海廉租房建设要突破这三种瓶颈制约,必须制定相应法律法规,以提供制度实施的强有力的法律保障;拓宽融资、房源渠道;建立完备的个人信息系统,实现流程科学化。
Low-rent housing system is an important way to solve the housing problem for low-income people. However, the absence of legal guarantee, the inadequacy of resource supply as well as the poor technical support to a certain degree impede the development of the construction of low-rent houses. Shanghai is one of the forerunners in adopting low-rent housing system and also one of the earliest to put the system into practice, which make its guarantee level of low-rent housing rank the first few in the whole country. Nevertheless, it also faces constraints in three bottlenecks. To break the bottlenecks, corresponding laws and regulations must be made to provide strong and forceful legal support, funding and housing source channels must be widened, and complete individual information system established to realize scientific process.
