摘要
当前,很多地区基层公安机关警力不足已是不争的事实,短期内大量增加编制、增加警力的做法是不现实的。如何科学配置警力,用活现有警力才是问题的关键。目前公安机关警力配置的主要问题是:"机关化"倾向依然存在、警务运行机制存在时空上的"盲区"、警力要素配置不合理、非警务活动牵扯大量警力等。要实现警力的合理配置,需要从创新警务工作模式、创新用警机制、改革公安机构设置、恰当配置"关键少数"警力、促进警务工作社会化等方面来破解难题。
Nowadays, it's an unarguable fact that many sub-branches of the public security departments in many regions are short of police force. Being able to expand the organization and increase the police force in a short period of time is unrealistic. The key is to scientifically allocate the police force and wisely use available police force. At present, the major problem of police force allocation is: "office trend" still exists, police operational mechanism has time and space "blank spot", essences of police force allocate inappropriately, non-police activities occupy large amount of police force, etc. To realize proper allocation of police force, break-through needs to be made in the aspects, including innovating models of police work and police assignment mechanism, reforming organizational setting of the police department, properly allocating "critical minority" police force, and promoting the socialization of the police work.
