摘要
在政府高层的高度重视和积极推动下,我国地方政府绩效评估活动广泛开展,政府绩效评估在理论、方法、指标体系等方面取得了很大的进展,但同时也存在不少问题,值得我们高度关注。创新我国地方绩效评估体系,必须坚持以科学发展观为价值指导,全面落实以人为本;完善地方政府绩效评估指标体系,用全面标准来评估政府绩效;构建多元化的地方政府绩效评估主体,引入公民参与机制;加快地方政府绩效评估的法制化进程等。
With much attention the central government having devoted to and active promotion having been given to government performance evaluation, Chinese local government performance evaluation activities carded out widely, and success had been achieved in theory study, method and index system of performance evaluation. However, there are also many problems that should be paid attention to. To innovate in local government performance evaluation system, we should establish the scientific outlook on development as the value orientation, perfect index system, construct multi-subjects of evaluation, and accelerate the legal process.
