摘要
长期以来,政府一直是公共设施投资建设的最重要和最根本的主体。在PPP融资模式中政府必须要承担或分担一定的风险。我们详细分析得到了最主要的十种风险,并且通过ISM模型法分析风险的结构,得到了主要应控制的两种风险:决策风险和设计风险。以便政府对风险进行管理和控制,使风险最小化。
For a long time, the government has been the most important and the most basic corpus for the investment and the construction of the public facilities. The government has to undertake or share certain risk in the PPP margin mode. We analyzed to get the most important ten kinds of risks, and apply the Interpretative Structural Modeling （ISM）model method in the analysis of risk structure, get two kinds of risks that have to control： the decision risk and the design risk. For the purpose of management and control to the government risk, make it minimum.
