摘要
研究目的:在资源环境经济学的分析视角下,针对中国现行三种征地补偿标准的不合理性展开综合考察与评价。研究方法:综合分析法与文献资料法。研究结果:现行征地补偿标准不合理性主要表现于两个方面:第一,未能准确反映私人物品基础之上的耕地价值;第二,对于耕地公共物品属性认识不足,试图以建立社会保障的"成本"计算征地补偿的社会保障法无论在理论上还是实践中都存在重大偏误。研究结论:提高补偿标准,改革征地制度,调整失衡已久的利益分配关系刻不容缓。
The purpose of this paper is to discuss the irrationality of three existing compensation standards in land requisition from the perspective of resource and environment economics. Methods of documentation and comprehensive analysis were employed. The irrationality of current land requisition compensation standard mainly lies in two aspects. Firstly, it fails to accurately reflect the value which is calculated on the base of private goods provided by cultivated land. Secondly, it＇s unreasonable in theory or in practice to evaluate non-market value by the shadow price of social security. The paper concludes that it is urgent to raise the compensation standard and reform the land requisition system to adjust the unbalanced benefit distribution.
