摘要
基于全国水域风险排查的数据结果进行分析,从环境风险管理体系的角度对相关建设项目存在的风险隐患进行分类与统计,讨论企业在敏感水域分布的动机情况,阐述其中所潜在的监管制度静态化及企业环境风险识别范围过窄等问题,分析"布局性"环境风险的产生及解决措施,并指出我国石油化工企业在快速发展的过程中对环境所带来的影响。在此基础上,提出相应的措施建议。
Based on the analysis of the data of the national risk inspection in water areas, the existing risks in the related construction projects were elassifted and made statistics from the angle of environmental risk management system. The motivation of enterprise distribution in sensitive water areas were discussed, some prohlems such as the latent static supervision system and too narrow recognition range of environmental risk by enterprises were expounded, the occurrence of ＂Layout＂ environmental risk and its solutions were analyzed and the effects of Chinese petrochemical enterprises on the environment in the rapid development process were pointed out, On this basis, semo corresponding measures and suggestions were put forward.
