摘要
对英国、美国、德国和日本等比较发达国家的最低生活保障制度的考察表明,建立真正意义上的居民最低生活保障制度,一要有立法的保障;二要结合国情,因地制宜,在法律法规中对保障的内容作出具体而细致的规定;三要依据社会经济发展的水平来界定最低生活保障标准;四是筹资渠道要多样化,充分发挥民间组织的作用。
By observing the minimum livelihood guarantee system of the developed countries such as the United Kingdom, the United States, Germany and Japan, we find that if we must establish a true sense of rural minimum livelihood guarantee system, we must firstly have the legislative guarantee; secondly, adapt to our own national conditions and give detailed specification of the content of gurantee ; thirdly, define the poverty line ( the minimum living standards) on the basis of socio-economic development, fourthly, enrich and diversify financing channels and give full play to the role of civil organizations.
