摘要
黄河下游“96·8”洪水流量不大，但水位高、演进慢、漫滩广、出险多，呈现了诸多异常现象，同时在黄河防洪中也暴露出了许多问题。如洪水预报、控导工程的标准及其防护、生产堤的废除、滩区群众迁安方式等，本文针对上述问题提出了一些看法和建议。
Even though '96·8' flood is with not much discharge in the lower Yellow River, it is with lots of abnormal phenomena such as high water level, slow progress, large scale beach overflow and numerous dangers. There have been many problems appeared in flood protection at the same time as flood forecast, standard and protection of control and guide proects, second dyke necessity, safty and migrant of people in beaches, and so on. Aimed at the mentioned topics, some views and recommendations are put forward in the paper.
