摘要
在介绍美国国防基础研究计划制定过程、具体描述"规划协调程序"的操作过程的基础上,分析"规划协调程序"的特点与作用,以期为我国的科技规划工作提供借鉴。
During the science and technology planning when multiple department agencies are involved, coordinating the research areas, the disciplines, and the programs is a challenge to the management. The United States has adopted ＂Reliance Process＂ to avoid the duplications of the programs when making up their defense S＆T plans. The paper illustrates the operation of Reliance Process based on the steps of US defense basic research planning. In between, the paper analyzes the features and roles of the Reliance Process, expecting to provide some ideas for China＇ s S＆T planning .
