摘要
根据区域分工协作和产业转移理论,国家或地区之间的产业可以进行梯度接力转移,一国或一个地区相对落后或不再具有比较优势的产业可以转移到其他低产业梯度的国家或地区,成为吸收方相对先进或具有相对比较优势的产业,提高产业结构层次和水平。产业梯度转移对双方都有利,是一种"双赢"的良性转移。河北省作为重要的沿海省份,地处环渤海经济核心地区,交通通信便利,资源丰富,市场广阔,有着良好的经济基础和发展潜力,面临着环渤海地区加速崛起的发展大势。河北与京津有着内在的经济联系和产业互补性,客观上要求河北在制定经济发展战略和产业结构调整时主动参与京津的产业梯度转移,积极吸收具有比较优势并有利于自身长远发展的产业。
According to the theory of the regional division of work＇s cooperation and industry transfer, industry can be transfered between countries or regions and relative backward industries which don＇ t have the comparative dominance in one country or region can be transfered to other lower industry country or region, and become the relative advanced industry or region which have the comparative dominance in the absorption country or region to upgrade the industry structure. Industry transfer, which does good to both, is a first transfer. As an important coastal province of China, Hebei province is in the economic center region of the Bo-oeean zone, with the convenient traffic and communication, rich resources, wide markets, good economic foundation and developing potentiality, also meeting the big tendency of the bo-ocean zone accelerative development. Hebei and Beijing Tianjin have the internal economic logic and the complementary industry which objectively demand Hebei to participate in the Bingjing and Tianjin industry step transfer actively when she makes the strategy of the economic development and the adjustment of the industry structure, at the same time, absorb the industries which have the comparative dominance and make for the future development actively.
