美国是世界上较早开展电力市场化改革的国家之一。各国具体情况不尽相同,电力体制改革没有标准的模式,遭遇了2000年加州电力危机后,引发了各国电力市场体制改革的怀疑。我国的电力体制改革正在稳步推进,我们应当学习国外成功的经验,借鉴其失败的教训。
