摘要
指出政府投资项目"代建制",是一种新的政府投资项目管理模式。系由政府组织发改委、监察、建设、财政等部门,按照"代建制"管理制度规定的程序,委托有相应资质的工程管理公司或具备相应工程管理能力的其它企业,代理投资人或建设单位,对项目的可行性研究、勘察、设计、监理、施工等全过程进行管理,直至项目竣工验收。笔者在文中阐述了代建制的起源、涵义、背景、优势,及其在实行过程中显现出的矛盾。针对这些问题,提出了完善代建制的相关建议。
Construction agency system for project invested by government is a new management mode, that is, the government organizes local development and reform commission, supervision committee, construction bureau and finance bureau, etc. to entrust qualified engineering management company or other enterprises with engineering management capability and qualifications to be an agent for investor or construction unit to conduct whole -process control and management, starting from project feasibility study, prospecting, design, supervision and construction to the comple tion and acceptance of the project according to agency system mentioned above. The authors here also describe the origin, implications, background and advantages of the system and the conflicts occurred during practical implementation. Upon these issues, some recommendations to improve the system have been raised as well.
