摘要
我国煤炭生产和消费错位性的布局形成煤炭运输"北煤南运、西煤东运"的格局,煤炭运输长期紧张,不能很好地满足中东部就地发展电力对煤运的需求。随着煤炭开发重心的西移和北移,未来我国"西煤东运"、"北煤南运"的煤炭调运格局进一步突出。根据铁道部门的规划方案,山西、陕西、蒙西(简称"三西")及宁东地区规划煤炭外运能力将不断提高。随着煤电基地外送电力规模的逐步增加,"三西"及宁东地区煤炭外运通道运力紧张状况将逐步缓解,2020年规划铁路运力的利用率为79%,整体上可以满足煤炭外运需要。2010、2015、2020年北方港口总体上可以满足煤炭下水运输需求。
The imbalanced distribution between coal production and consumption areas led to the situation of "coal transport form north to south and west to east" in China. The coal transportation has been in great tension for a long term and can't keep pace with the demand of electric power development in the eastern regions. With the development emphasis of coal exploitation and utilization shifting to the west and north further, the imbalance will be worse. According to the plan of railway transportation industry, the coal transmission capacity from Shanxi, Shanxi, West of Inner Monglia (briefly Three West Regions) and east region of Ningxia will be improved gradually. Thus the tension of coal transportation can be alleviated with the scale expansion of power transmission from energy bases to the east regions. The utilization rate of railway capacity is planned to be 79% in 2020, generally meeting the coal export demand. The north ports can satisfy the coal transportation demand by water in 2010, 2015 and 2020 respectively.
