摘要
近些年来,在我国政府的积极努力下,农村义务教育取得了非常显著的进展。随着农村"两免一补"政策的全面实施和农村教育投入"公共财政"机制的确立,农村儿童"有学上"的问题基本得到解决,但是"上好学"的矛盾依然突出。在新的社会历史发展背景下,农村义务教育质量的大面积提高已经成为农村教育发展急需关注的重要问题。因此,农村义务教育需要战略转型——从数量关注转向质量关注。
A lot has been achieved in the rural compulsory education thanks to the effort of Chinese government in the past few years. With the complete implementation of ＂the policy of waiving tuition and book-buying expenses ＂and granting subsidies as well as the establishment of the mechanism of investment of ＂public finance＂ into the rural education, countryside children have been able to go to school, but the problem of receiving good schooling is still obvious. In the new context of social and historical development, how to improve the quality of rural compulsory education in an all-round way has become the urgent issue to be addressed in the development of rural education. In view of this, a strategic shift from the focus on quantity to the quality is needed in the rural compulsory education.
