摘要
判定非正规就业劳动力教育培训产品的性质,可以明确市场和政府对该教育产品的提供责任,以及政府和个人家庭之间对于该类教育培训费用的支付责任。从非正规就业劳动力教育培训突出的外部性特征、教育费用负担原则,以及我国目前的经济发展水平来看,非正规就业劳动力的教育培训是偏重于"公共性"的"准公共"产品。因此,政府有义务向非正规就业劳动力提供更多的教育培训机会。
Judging the character of education and training for informal employment labor force can make clear the responsibility a market and a government should undertake,and the responsibility a government and a family should pay for it. Education and training for informal employment labor force can be defined as a hybrid goods which is inclined to be ＂public goods＂. So the government should undertake more responsibility for such education and training.
