摘要
目的探索对疾病预防控制机构(CDC)现场应急处置能力进行综合考核评价的方法,促进和提高疾病预防控制系统现场流行病学水平和应对突发公共卫生事件的能力。方法通过专家咨询法,确定决定诸因素的权重,建立考核指标体系模型,模拟现场疫情,采用现场操作与问答相结合、及时完成报告的综合方法,对河北省11个市级疾控部门的现场应急处置能力进行了考核排序。结果确立了6大类20项评价指标,现场应急处置能力考核排序前5位是石家庄市CDC、唐山市CDC、廊坊市CDC、保定市CDC和承德市CDC。结论此次建立的现场应急处置能力综合评价方法,科学性强,可行性好,能客观地反映各市应急能力的优势与不足。
Abstract Objective To explore a comprehensive evaluation method of spot emergency treatment capacity of CDC and to promote and improve spot epidemiology level and public health emergency treatment capacity of disease control and prevention system. Methods Weights of determinative factors and evaluation index system were established by expert consultation method. The order of public health emergency treatment capacity of 11 municipal CDC in Hebei Province was determined by spot operation, answering questions and completing reports for a simulative epidemic situation. Results The evaluation index system was established, including 6 categories, 20 items. The top 5 CDC were as follows： CDC of Shijiazhuang, CDC of Tangshan, CDC of Langfang, CDC of Baoding and CDC of Chengde. Conclusion The comprehensive evaluation method established is scientific, feasible and objective.
