In order to create school-running characteristics, higher vocational schools in late-developing area should grasp key steps in the characteristic construction closely, such as school-running guiding thought, specialty construction and cultivation of teaching staff, and deal well with various important relationships between school-running fund and hardware investment, between school development and treatment of teachers and between regulative management and flexible change.
