摘要
在开放条件下,加强对俄科技合作是辽宁省构建自主创新体系不可或缺的重要组成部分。俄罗斯的科技实力是双方开展科技合作的基础,中俄两国近年来的相关政策则为合作的开展提供了机遇,而从地理位置、历史渊源、经济基础和结构看,辽宁省开展对俄科技合作具有优势,因此,双方应进一步加强这种合作。
On the condition of openness, strengthening its teetmical cooperation with Russia is an essential part of Liaoning province building up its own- innovation system. Russian technical strength is a basis for the two sides to carry out technical cooperation. relevant policies of both China and Russia in recent years have provided an opportunity for the cooperation; considering geographical position, historical origins, economic basis and structure, Liaoning province has shown a preponderance of the cooperation with Russia. Therefore, the two sides should further strengthen the cooperation.
