This paper expounds the importance of developing and utilizing the achieves information resources, and starting from the primitiveness and authenticity possessed exclusively by the achieves, and in the light of the problems and difficult points existing in the development and utilization of the achieves information resources, probes into how to make scientific development and effective utilization of the achieves information resources.
