摘要
从招标者、投标者、监督者、评标者等关键利益主体方面来分析了工程招投标中的不正当竞争行为及其表现形式,较深入地剖析不正当竞争行为产生根源,并从完善制约机制、信誉机制和优化管理模式等角度提出了一些较有效的治理对策。
The unfair competition and its representation forms in project tendering were analyzed in terms of such key benefit subjects as tender, bidder, supervisor and bid evaluation committee, the root and cause of the behavior were discussed profoundly, and control countermeasures were put forward in terms of perfecting the restriction mechanism and credit mechanism and optimizing management model.
