摘要
运用AHP层次分析法,对黑龙江省的冰雪旅游开发战略进行了定性与定量相结合的分析,并得出结论:黑龙江省应该首先实行冰雪旅游产业化战略目标,同时不可忽视冰雪旅游国际化战略目标;而争创品牌战略是第一重要的发展战略;当前亟待解决的首要问题是思想观念不够开放、经济欠发达和管理体制较落后,应该采取的措施是加大体制改革力度、根本改变"多头管理、政令不一"的现状,借鉴国内外冰雪旅游开发成功经验,大力发展滑雪旅游等。通过这些具体措施,可以确保实现"提高黑龙江省冰雪旅游的综合竞争力,把黑龙江省建设成为中国最大、世界知名的冰雪旅游胜地"的总体目标。
This paper discusses the development strategy of the ice and snow tourism of Heilongjiang province by way of qualitative and quantitative analysis by the theory of analytic hierarchy process, AHP. By the comprehensive analysis, some conclusions are conducted by the article finally. The most important strategic aim is the industrialization of the ice and snow tourism of Heilongiiang, and then the internationalization process of the ice and snow industry. To make the aim be reached, the most important strategy is to build up a famous band for the ice and snow tourism of Heilongjiang. But the old fashion ideas, underdeveloping economic conditions and out of dated management system and capacity are the limit elements to the development of the ice and snow industry. Therefore, some new ideas to change the current situation are presented in the paper. The first is to study from the developing ideas of succeeded companies from all over the world and expend our sight to the world. The second is to make a management system change, making introduction of best talents and experience and strengthen the education and training, etc. By way of AHP analysis, we can easily come to the conclusion that the industrialization is the key and first priority strategy to make progress increasing the competition ability for the ice and snow tourism business of Heilongjiang. Also, methods of building up of well known tourism brand of Harbin are the most important development emphasis for the ice and snow tourism business. As shown in the paper, the biggest obstacles are the self limitation of our ideas, the underdeveloping economic situations and the out of dated management system and method. So the most urgent thing up to now is to strengthen and push the speed of the revolution, change the old management skills and learn for the modem experience from abroad to develop ice and snow tourism industry in Heilongjiang. All these measures are of good help for realizing the aim which is to improve the comprehensive competition of the ice and snow tourism of Heilongjiang, and making the ice and snow industry become one of the most famous place of the ice and snow tourism in China, in Asia, then in the world. In this way, the target of improving the competition capacity of Heilongjiang tourism and changing Heilongiiang Province into the well known ice and snow tourism region in the world can be reached.
