摘要
尽管目前我国公共旅游资源景区的经营模式已有了10来种,但相对而言,最具影响与最有代表性的还是传统经营模式、"三权分离"的企业化经营模式和上市公司经营模式这3种。传统经营模式虽然充分考虑到了公共旅游资源本身的特征,然而由于公共旅游资源所有权行使问题的欠明确,因而管理效率仍显低下;"三权分离"的企业化经营模式在公共旅游资源的开发管理过程中虽带来了巨大的制度创新绩效,但由于模式的运作在实践中尚缺乏权威的制度保障,因而实际效果也大打折扣;上市公司的经营模式虽拓宽了景区资源开发与保护的融资规模和融资渠道,但由于景区的所有者与经营者之间的委托代理关系不规范,实践中存在的问题也不少。
Though management modal of public tourism resources in our country at the moment have tens type, the tradition management modal, "three power division" business management modal and listed companies management modal are the typical. Tradition management modal full consider the feature of public tourism resources, however, because public tourism resources do not exploit ownership problem, its govern efficiency is not energy; though "three power division" business management modal bring huge efficiency of system enterprising in the course of exploit public tourism resources, its actual effect is not energy due to the modal function lack authority system ensure ; though listed companies management modal widen finance scale and finance channel of tourism resources exploit and protect, many problems exist in these modal because the agency relation between the ownership and the management part does not accord with the norm.
