摘要
黑龙江省"十一五"期间区域发展空间组合格局呈现点轴发展战略模式,形成了以哈大齐工业走廊为区域发展主轴线、以东部煤电化基地为经济增长带、沿边开放带构成了对俄经贸的点轴发展系统和以生态功能区为天然屏障的基本思路与格局。为进一步推进这种战略模式,应把握机遇,优化区域产业结构,逐步建立全社会的资源循环利用体系,走区域可持续发展的道路,同时,应着眼于网络发展战略模式,超前谋划,为下一阶段的发展奠定基础。
During the 11th five-year plan period （2006-2010） in Heilongjiang, the spatial combination of regional development presented the strategic model of point-axis development, viz. the basic thought and pattern of main axis of regional development based on Ha-Da-Qi industry corridor, economic growth zone depending on coal and electricity in the east, the point-axis developmental system of business to Russia in the open zone along the frontier and the natural barrier relying on eeo-functional area. In order to promote this strategic model, we should hold the opportunity, optimize the regional industrial structure, establish the recycling system of social resources gradually, and take the road of sustainable development. Meanwhile, we should plan in advance to develop internet and lay foundation for future development.
