摘要
新建本科院校成为中国高等教育的生力军已是不争的客观事实。新建本科院校的办学规模,与其质量具有十分密切的关联。此类高校是快速扩展还是适度超前抑或是控制增长,成为发展策略的关键抉择。基于提高质量的前提和资源的视角分析新建本科院校规模和质量,无不昭示新建本科院校应当实事求是地理智控制办学规模,确实落实科学发展观:在做大和做强之间坚持选择做强,在策略实施上注意办学规模及把握增长速度;在具体运作上,稳定新建本科院校规模和速度具有内部控制和外部控制等策略。
It is a fact that the newly-established universities have become an active part in the higher education in China. The university size and its quality are closely related, so whether the newly-established universities should be developed very fast, to be developed fairly fast or to be controlled has become the key options in their developing strategies. In the perspective of quality improvement and resources, the size of these universities should be reasonably controlled so that their development would be in a scientific way. In the option of size or quality, quality should be put at the first place. In strategy both size and speed should be controlled while in operation both internal and external controls should be used.
