摘要
通过对江西省灌区工程和水费计收现状情况调查研究,归纳出当前农业灌溉用水存在的主要问题。一是水源工程带病运行蓄水不足、渠系工程老化失修导致有效灌溉面积递减,二是水费计收面积逐年减少、计收标准低、计收到位率低导致工程维护困难。对于农业灌溉工程体系的新建、续建配套、岁修养护,必须以公共财政即国家投入为主,这是国家和各级政府必须承担的责任。
Problems with irrigated water use are summarized on the basis of investigation of irrigation facilities and water charges collection in irrigation districts in Jiangxi Province, including reduction of effective area of irrigation due to low storage capacity of water sources and aged irrigation canals, and insufficient funds for O＆M due to loss of litigated area and low rate of water charge collection. Thus it is pointed out that government should be the main body of investment and take the responsibility of financing new and continued construction projects as well as O＆M of irrigation project.
