摘要
公共行政领域充斥着各种对策研究。由于对策必须是具体的、可操作的,它使得公共行政研究被实践者所面临的具体问题所牵引,在当代问题中跳来跳去,难以形成累积性的知识基础;引导研究者过于关注实务细节,而不能抽象思考现实问题,从而极大地伤害了研究指导实践的能力。这种对策导向的研究危害了公共行政研究的品质,加剧了公共行政的身份危机。公共行政研究应当定位在帮助实践者更好地理解其身处的现实上,这样才能真正有效地指导公共行政的实践。
The field of public administration is filled with all kinds of countermeasure researches. Since countermeasure research should be specific and feasible, specific issues faced by practitioners lead the research of public administration by the nose. Researches just jump over current issues and can not form an accumulative knowledge base. Researchers are too concerned about the practical details that they can not think about practical issues in an abstract way, which greatly harms the capacity of research in guiding practice. It is this kind of countermeasure-oriented research that jeopardizes the quality of public administration research, exacerbates the identity crisis of public administration. Public administration research should locate itself at the position of helping practitioners better understand their reality. Only by doing so can they effectively guide the practice of public administration.
