摘要
民主政治的基本要素是政治参与,但由于人们存在着政治参与至上论、政治参与无用论和政治参与危险论等认识误区,从而导致政治参与边缘化、政治参与消极化和政治参与无序化等运行困境。必须努力廓清认识误区,在政治参与的地位、作用和后果等方面取得共识,并采取针对性的措施,积极破解运行困境,以扩大有序且有效的政治参与。
An essential element of democracy is political participation, but because people have mistaken understanding, such as the utmost theory of political participation, the useless theory of political participation and the dangerous theory of political participation etc. It causes much dilemma, thus marginal, passive, disorderly political participations. So we have to make g^eat efforts on recognizing mistakes and obtaining a consensus to the position, function and result of political participation, and adopt measures with specific purposes, settle the plight actively to extend the orderly and valid political participation.
