摘要
党的十六届五中全会提出了建设社会主义新农村的战略目标,公安机关应清醒地认识到新农村形势下农村社区建设的新变化,在对实施农村社区警务战略的必要性与可行性分析的基础上,积极探寻当前构建农村社区警务的新途径,以逐步建立起与社会主义新农村相适应的农村警务机制。
The fifth plenary session of the sixteen, central committee of the Communist Party of China proposed building a new socialist countryside strategic objective, the public security organs should clearly understand the new form of rural development under the new changes, analysis and explore the current rural communities police practice and find ways to establish a new socialist countryside and the rural policing mechanisms gradually.
