摘要
党的十六届三中全会明确提出了以人为本、全面、协调、可持续的科学发展观,作为新时期的重大战略思想,对于正在进行的西部大开发具有重大的指导意义。本文阐述了以科学发展观促进西部大开发健康发展的必要性;分析了目前西部大开发过程中在主观认识和客观实际上存在的不健康因素;并给出了具体的相关建议及措施。
The Third Plenary Session of the Sixteenth National Congress of CPC has clearly put forward the scientific development view of putting human beings in the first place, and carrying out the all-round, coordinating and sustainable strategy for the new era. This is of great significance in guiding the comprehensive western development in China. The present paper discusses the necessity of using scientific development view to promote the comprehensive development of the west of China in a healthy way, analyses the unhealthy factors in the comprehensive western development of China at present either objectively or subjectively. In the end, it gives certain relevant suggestions and measures.
