摘要
土木工程施工业是最早应用项目管理的领域之一,对促进项目管理学科的发展起到了重要作用。现今项目管理已经成为一个比较成熟、相对独立的管理学科,其许多思想理应"反哺"土木施工业,用来改进承发包工作。对与土木施工承发包密切相关的两个国际标准,即FIDIC条件和PMBOK指南进行了讨论,提出应该在PMBOK指南的指导下,应用FIDIC条件做好工程承发包工作。在此基础上,探讨了项目管理所推崇的整合管理、范围管理、风险管理和收尾管理对改进我国土木施工承发包工作的指导作用。
Civil construction is one of the areas where project management originated.Today project management is re-cognized as a mature sub-discipline of management.It should provide guidance to improve civil construction,particularly construction contracting.This paper discusses FIDIC Conditions and PMBOK Guide as two international standards closely relevant to civil construction contracting,and suggests that FIDIC Conditions be better applied into civil construction contracting under the guidance of PMBOK Guide.This paper also discusses how to improve Chinese civil construction contracting,using the project management ideas of integration management,scope management,risk management,and project closure.
