摘要
[目的]在了解目前对结核防治人员的培训现况及存在问题的基础上提出对策建议。[方法]对东、中、西部6个省结核防治人力培训基本情况和相关因素进行封闭式问卷调查,对调查数据进行描述性统计分析。[结果]49.8%的被调查者在2003~2006年间参加过培训,同期培训费用的支出只占机构总支出的1%左右,年人均培训次数和参加培训率随人员职称和学历水平的降低而减少,影响结防人员参加培训的前4位负向因素为"分配名额不够"、"工作太忙,脱不开身"、"培训经费缺乏"、"未收到培训单位通知或错过培训时间"。[结论]目前对结防人员的培训存在着培训计划不完善、忽视了组织层面的需求、培训过多依赖外部支持、培训机制不健全等问题。建议在需求分析的基础上制定系统的培训计划,建立保障体系,优化组织管理,兼顾对不同层次人员的培养,形成培训评价与激励机制。
[Objective ] To provide suggestion and countermeasures on the base of training status and existed problems of TB medical members. [Methods] The basic status of human training effect of TB prevention and control and related factors in six province of east, middle and west part of China were investigated with enclosed type investigations, and the data collected were analyzed by description analysis. [ Results] 49.8% of people investigated had participated in training, and the expenditure of training accounted for about 1%, and the annual number of training per person and the rate of participating in training increased with the decreasing of education level of these trainees. The top four negative influencing factors for trainees were following: shortage of training quota, too busy to participate in the training, shortage of training fund, and lack of training note or missing the training time. [Conclusion] We have fuund incomplete in the training for medical members of TB prevention and control, negligence of the demands from organization, more dependence on the exterior support, and imperfect of training mechanism, etc. It is necessary to formulate a systemic training plan based on requirement analysis, establish a steady ensure system to strengthen the durative of training, optimize the management of train activities and establishing the training evaluation and encouragement system and emphasize on improving the training of different levels of medical members to form training evaluation and stimulant mechanism.
