摘要
斜向府际关系是一种级别不同、互不隶属、彼此交叉的政府间关系,其为网络型府际关系研究奠定了基础。斜向府际关系不是要回到条块管理体制中去,而是要打破条块分割以实现府际关系的良性互动,是通过促进多层次、多渠道的政府间的合作,转变政府职能,提高政府的行政效率和服务水平。
The leaning relationship between governments is that of new type in which governments are different in levels, nonsubordinate to each other and intersecional. This relationship is the foundation of studying network relationship between governments. The leaning relationship between governments is not to return to the system of management through both vertical lines of leadership, but to break barriers between central ministries and local governments in order to achieve good interaction between governments, which is to transform government function and improve administrative efficiency and the level of services through promoting the multi - facet, multi -channel cooperation between governments.
