摘要
近年来,我国电信运营企业纷纷加强了战略管理,而如何有效实现战略一体化落实是其难题之一。结合中国移动及其子公司的工作实践,探讨了集团总部战略在省、市公司层面一体化落实的相关思路。分析认为,应从组织保障、过程控制、模板设计等多方面,加强一体化战略实施的规范化管理,并开展战略、预算及绩效管理的衔接,从而有效推进企业总部战略的逐级分解落实。
Recent years, the strategic management in telecom-operation enterprises of our country has been strengthened. Nevertheless, how to realize integrated strategic implementation is still one difficult issue. Based on the practice of China Mobile Group and its Branches, the integrated strategic implementation notions in provincial and municipal level of the Group are analyzed. The standardization management from the aspects like optimizing organization hierarchy, process control and template design, etc., and fine joint of strategy, budget and performance management shall ensure the hierarchical cascading implementation of enterprise group strategy.
