摘要
农村自我高端人才智能的储备不足与现有精英流失,是新农村建设的瓶颈之一。深入探讨乡村精英流失问题产生的原因,建构合理的适应社会主义新农村建设的人才结构,使新农村建设主体与制度、财力与资源的配备更趋合理化和科学化,应从战略思维、制度保障、资源投入等方面着手。
The high-end talented person reserve deficiency and the rural brain bottleneck of new rural construction. This paper makes thorough discussion on drain is considered as the the reasons of the abovementioned problems and makes suggestions that strategic thoughts, system safeguard, resources invest ment,just to mention a few, shoud be the starting points of the constructing of new, reasonable and balanced structure of talented person, thus, the system, financial resources and other resources wiU match the main body of new rural construction in a rational and scientific manner.
