摘要
本文采用较为经典的分析框架,并把教育基尼系数作为教育公平程度的量化指标,分析我国城乡间、区域间、校际间各教育阶段的教育公平现状。结果表明:使用省内校际数据获得的各教育阶段教育基尼系数均远大于省际数据;各指标呈现出"办学条件不公平>教育经费不公平>师资不公平"的现象,而教育经费指标呈现出"预算内公用经费不公平>公用经费不公平>预算内教育事业费不公平>教育事业费不公平"的排列。
This paper uses a classical framework and calculates the Gini coefficient of education to access the degree of education equality between China's rural-urban, regional and inter-scholastic disparities in education in current situation. The result shows that the education Gini coefficient gained from the interscholastic data of inner-provinces are much higher than inter-provinces'. It seems that the un-equality of the educational expenditure is lower than the teaching condition but higher than the teaching personnel for all indicators. And considering indicators of educational expenditure, the un-equality of the educational expenditure is lower than the budget educational public expenditure but higher than the budget educational Operating expenditure. The lowest one is the un-equality of the educational operating expenditure.
