摘要
政府职能的转变是当代中国社会转型期面临的重大课题。自20世纪50年代以来形成的以"举国体制"为特征的政府体育管理职能实际上体现了计划经济体制下"全能政府"的管理理念,然而,社会结构的变化要求政府体育管理职能必须在"有限政府"理念下重新定位,从行政观念、组织机构、法律制度及培育市场等方面加快改革步伐,从而促进政府职能的顺利转变。
The transform of government function is a major problem that should be faced at the time of China social shift.The government sport function with the characteristics of whole nation system which came into being in 1950s embodies the management idea of omnipotent government under the plan economy.However,the transform of the social structure requires that government sport must find its position under the limited government.The reform on administration idea,organization structure,law rules,and fostering market should be speeded up.
