摘要
为了有效避免政府职能交叉、政出多门、多头管理的问题,大部制成为国务院机构改革的重要发展方向。大部制是部门之间的整合而非叠加,是关注民生、社会管理和服务职能的明确和强化。但治道变革的顺利推进,也存在着许多问题。所以在推进过程中应立足长远,逐步推进;转变"官本位"思想,树立为民服务理念;推行大部门制下的决策民主化和和严格的行政问责制。
In order to effectively avoid the problems of overlapping functions from many doors and muhiple management, the government reshuffle of the State Council become an important direction of development. The Big Ministry reshuffle is the integration between the Ministries but not superimposed, it is the ＂separation of powers＂ of decision - making, implementation and supervision. The reshuffle is concerned about people＇s livelihood, strengthen of social management and service functions clearly. But the smooth progress of Governance Reform has many problems. So the Reform in the course should be based on long - term, and gradually advancing to change the ＂official position＂ and foster services concept of the implementation and the democratization of decision - making under the Big Ministry and strict administrative accountability system.
