摘要
根据国务院义务教育管理以县为主的要求,江北区进行了"以区为主"的管理体制改革,成效明显,为实施城乡教育均衡发展提供了体制保障。坚持教育内涵发展是均衡化发展的内在要求和必然趋势,在体制保障的前提下,通过优化教育资源,在教育教学特色、教师的专业化发展、学校文化、校本教研、教学规范等领域建设和发展教育内涵。
In accordance with the county-based compulsory education by the State Council, local government of Jiangbei District of Ningbo City in Zhejiang Province succeeded in carrying out the district-based management system to guarantee balanced rural and urban education development. Meanwhile, connotative development of education, essential and inevitable, can be achieved through optimizing education resources, advocating feature education and teaching, advancing teachers＇ professional development, creating school culture, and promoting school-based teacher training and research, and standardizing instructions, etc.
